Prof. Stuart Gietel-Basten was recently interviewed by Wen Wei Po on Hong Kong’s persistently low fertility rate. He emphasised that “the fertility rate serves as a societal ‘barometer’, reflecting deep-seated structural issues.” He suggested that policies should focus on enhancing overall well-being, not just birth numbers. While talent schemes can help in the short term, long-term solutions require economic transformation—such as developing the silver economy and health-tech—to adapt to an ageing society.
